In this analyse, Downs, a professor of governmental law and news media at the University of Wisconsin, discusses and explains why policies that prohibited expression in well-disposed class and on campus, that demeaned, disparaged, or disrespected others based on race, gender, knowledgeable orientation, and godliness should not be whollyowed. He points out that contaminating or offensive comments should not be allowed because the first amendment alleges that all Ameri s to a faultges can express their feelings in whichever comment they choose to. However, the University of Wisconsins law-makers does not put themselves in a political state of mind in order to understand where Downs is coming from. The general assembly of the University of Wisconsin feels as if offensive comments are too hurtful to students, and should be avoided at all costs heretofore if it means violating the license of obstetrical delivery right.
